I have not tested leaving that area and coming back, because I just AFK there for a while the collect the oil for my needs. Below are all of the Oil Vein locations for Scorched Earth. Full list of items crafted with Oil. I'm having an issue with this as well and exiting the game and getting back into it doesn't fix it, it makes the issue reappear. Oh and I should note that I'm referring to single player mode, I haven't tried this out on a server. The Stone Pick yields oil per oil node, while the Metal Pick yields oil per oil node. I think it might be affecting water wells too.

Stacker Up! Go to your oil wells and exit the game. Worked for a little while, then when I came back to check them, I couldn't access inventory. With an Ankylosaurus in the caves they can be cleared in a matter of seconds. Besides using tools it is also possible to use a Ankylosaurus or Dunkleosteus to mine oil very effectively.
